Holzer (both public policy, Georgetown U.), and Henry Chen (business, Harvard U.) test the theory that the high rates of crime and incarceration, teen pregnancy, and unmarried parenthood among black and Hispanic youth is caused by the increasing proportion of these children growing up in female-headed households. They do indeed find a correlation, and suggest public policy to promote healthy marriages, more positive non-custodial fatherhood, higher incomes for working single parents, better schooling or employment options, safer neighborhoods, and better child care and parenting.
