Evolutionary Computation (EC) deals with problem solving, optimization, and machine learning techniques inspired by principles of natural evolution and – netics. Just from this basic de?nition, it is clear that one of the main features of theresearchcommunityinvolvedinthestudyofitstheoryandinitsapplications is multidisciplinarity. For this reason, EC has been able to draw the attention of an ever-increasing number of researchers and practitioners in several ?elds. In its 6-year-long activity, EvoNet, the European Network of Excellence in Evolutionary Computing, has been the natural reference and incubator for that multifaceted community. EvoNet has provided logistic and material support for thosewhowerealreadyinvolvedinECbut,inthe?rstplace,ithashadacritical role in favoring the signi?cant growth of the EC community and its interactions with longer-established ones. The main instrument that has made this possible has been the series of events, ?rst organized in 1998, that have spanned over both theoretical and practical aspects of EC. Ever since 1999, the present format, in which the EvoWorkshops, a collection of workshops on the most application-oriented aspects of EC, act as satellites of a core event, has proven to be very successful and very representative of the multi-disciplinarity of EC. Up to 2003, the core was represented by EuroGP, the main European event dedicated to Genetic Programming. EuroGP has been joined as the main event in 2004 by EvoCOP, formerly part of EvoWorkshops, which has become the European Conference on Evolutionary Computation in Combinatorial Optimization.

We have described the development of a new micro-payment system, NetPay, f- turing different ways of managing electronic money, or e-coins. NetPay provides an off-line, anonymous protocol that supports high-volume, low-cost electronic trans- tions over the Internet. We developed three kinds of e-wallets to manage coins in a NetPay-based system: a sever-side e-wallet allowing multiple computer access to- coins; a client-side e-wallet allowing customer PC management of the e-coins, and a cookie-based e-wallet cache to improve performance of the client-side e-wallet c- munication overhead. Experiences to date with NetPay prototypes have demonstrated it provides an effective micro-payment strategy and customers welcome the ability to manage their electronic coins in different ways. The 3rd International Semantic Web Conference (ISWC 2004) was held Nov- ber 7-11, 2004 in Hiroshima, Japan. If it is true what the proverb says: "Once by accident, twice by habit, three times by tradition," then this third ISWC did indeed ?rmly establish a tradition. After the overwhelming interest in last year’s conference at Sanibel Island, Florida, this year’s conference showed that the Semantic Web is not just a one-day wonder, but has established itself ?rmly on the research agenda. At a time when special interest meetings with a Sem- tic Web theme are springing up at major conferences in numerous areas (ACL, VLDB, ECAI, AAAI, ECML, WWW, to name but a few), the ISWC series has established itself as the primary venue for Semantic Web research. Response to the call for papers for the conference continued to be strong. We solicited submissions to three tracks of the conference: the research track, the industrial track, and the poster track. The research track, the premier venue for basic research on the Semantic Web, received 205 submissions, of which 48 were accepted for publication. Each submission was evaluated by three p- gram committee members whose reviews were coordinated by members of the senior program committee. Final decisions were made by the program co-chairs in consultation with the conference chair and the senior program committee. The industrial track, soliciting papers describing industrial research on the – mantic Web, received 22 submissions, of which 7 were accepted for publication.

The Pacific Rim International Conference on Artificial Intelligence (PRICAI) is a biennial international event which focuses on Artificial Intelligence (AI) theories and technologies, and their applications which are of social and economic importance for countries in the Pacific Rim region. Seven earlier conferences were held in: Nagoya, Japan (1990); Seoul, Korea (1992); Beijing, China (1994); Cairns, Australia (1996); Singapore (1998); Melbourne, Australia (2000); and Tokyo, Japan (2002). PRICAI 2004 was the eigth in the series and was held in Auckland, New Zealand in August 2004. PRICAI 2004 had attracted a historical record number of submissions, a total of 356 papers. After careful reviews by at least two international Program Committee members or referees, 94 papers were accepted as full papers (27%) and 54 papers (15%) were accepted as posters. Authors of accepted papers came from 27 countries. This volume of the proceedings contains all the 94 full papers but only a 2-page – tended abstract of each of the accepted posters. The full papers were categorized into four sections, namely: AI foundations, computational intelligence, AI technologies and systems, and AI specific application areas. Among the papers submitted, we found "Agent Technology" to be the area having the most papers submitted. This was followed by "Evolutionary Computing", "Computational Learning", and "Image Processing".

A special mention for 2004 is in order for the new Doctoral Symposium Workshop where three young postdoc researchers organized an original setup and formula to bring PhD students together and allow them to submit their research proposals for selection. A limited number of the submissions and their approaches were independently evaluated by a panel of senior experts at the conference, and presented by the students in front of a wider audience. These students also got free access to all other parts of the OTM program, and only paid a heavily discounted fee for the Doctoral Symposium itself. (In fact their attendance was largely sponsored by the other participants!) If evaluated as successful, it is the intention of the General Chairs to expand this model in future editions of the OTM conferences and so draw in an audience of young researchers to the OnTheMove forum. All three main conferences and the associated workshops share the d- tributed aspects of modern computing systems, and the resulting applicati- pull created by the Internet and the so-called Semantic Web. For DOA 2004, the primary emphasis stayed on the distributed object infrastructure; for ODBASE 2004, it was the knowledge bases and methods required for enabling the use of formalsemantics;andforCoopIS2004themaintopicwastheinteractionofsuch technologies and methods with management issues, such as occurs in networked organizations. These subject areas naturally overlap and many submissions in factalsotreatenvisagedmutualimpactsamongthem.

The series of ISCIS (International Symposium on Computer and Information Sciences) symposia have been held each year since 1986, mostly in Turkey and occasionally abroad. It is the main computer science and engineering meeting organized by Turkish academics and was founded by Erol Gelenbe. Each year ISCIS attracts a signi?cant number of international participants from all over the world. The 19th ISCIS was organized by Bilkent University, Department of Computer Engineering, and was held in Kemer-Antalya, Turkey during 27-29 October 2004. For ISCIS 2004, a total of 335 papers went through the review process and a large number of high-quality papers competed for acceptance.
