The theme "Build and Conquer" chosen for this year’s conference fully represents what we (the organizers) want to put across to the software community: software development is an engineering discipline, and not an artistic expression. Once we are ready to "build" our software systems using pieces previously builtin (similar to any other technology manufacturer), we will be able to "conquer" the software engineering process. If we take a look at other engineering disciplines such as car manufacturing, house appliances or aeronautics, we see that the final products are built through the integration of multiprovider commercial components. These components are successfully integrated and constitute an important part of the final product. Most software-related organizations still build software from scratch, omitting thousands of ready-built commercially available software components that could be used very effectively during the development phase. This year ICCBSS moves to Europe for the first time since the first conference took place in Orlando, FL, USA in 2002. The conference scope has enlarged over the years to include the Open Source community and Web Services technologies. The reason for this is that I believe both are considered components-off-the-shelf, so many of the characteristics of COTS are also applied to Open Source and Web Services. Due to this, we will enjoy the presence of keynote speakers and researchers presenting on these two topics for the first time.

The GIScience conference series (www. giscience. org) was created as a forum for all researchers who are interested in advancing research in the fundam- tal aspects of geographic information science. Starting with GIScience 2000 in Savannah, Georgia, USA, the conferences have been held biennially, bringing together a highly interdisciplinary group of scientists from academia, industry, and governmentto analyze progressand to explore new researchdirections. The conferences focus on emerging topics and basic research ?ndings across all s- tors of geographic information science. After three highly successful conferences in the United States, this year’s GIScience conference was held in Europe for the ?rst time. The GIScience conferences have been a meeting point for researchers coming from various disciplines, including cognitive science, computer science, engine- ing, geography,information science, mathematics, philosophy, psychology,social science, and statistics. The advancement of geographic information science – quiressuchinterdisciplinarybreadth,andthisisalsowhatmakestheconferences so exciting. In order to account for the di?erent needs of the involved scienti?c disciplines with regard to publishing their research results, we again organized two separate stages of paper submission: 93 full papers were each thoroughly reviewed by three Program Committee members and 26 were selected for p- sentation at the conference and inclusion in this volume. Then, 159 extended abstracts, describing work in progress, were screened by two Program Comm- tee members each. Subsequently, 42 of them were selected for oral presentation, and 46 for poster presentation at the conference.

First of all, we appreciate the hard work of all the authors who contributed to ICEC 2005 by submitting their papers. ICEC 2005 attracted 95 technical paper submissions, 8 poster submissions and 7 demo submissions, in total 110. This number is nearly equal to ICEC 2004. Based on a thorough review and selection process carried out by 76 international experts from academia and industry as members of the senior and international program committees, a high-quality program was compiled. The program committee consisted of experts from all over the world: 1 from Austria, 3 from Bulgaria, 2 from Canada, 4 from China, 1 from Finland, 4 from France, 10 from Germany, 1 from Greece, 1 from Ireland, 1 from Israel, 1 from Italy, 26 from Japan, 1 from Korea, 4 from The Netherlands, 1 from New Zealand, 1 from Norway, 1 from Singapore, 1 from Thailand, 4 from the UK, and 8 from the USA. In this number, reviewers are included. The final decision was made at the senior program committee meeting based on three reviewers’ feedback, available online via the conference management tool. Through earnest and fair discussion at the meeting, 25 technical papers were accepted as long papers and 32 technical papers were accepted as short papers from 95 submitted technical papers. Moreover, 3 poster papers and 5 demo papers were accepted.
