The Handbook introduces to readers (accessibly for specialist and non-specialist scholars, students and layman audiences) the diverse universe of non-state actors (NSAs) that have played or are currently playing a significant role in the context of East-West relations (from 1945 to the present). With a view to the oft-seen political debates about which non- state actors may be independent or controlled by particular states, and in what ways they may be useful or harmful to the interests of particular actors, this volume is interested in analysing and assessing the relationship of NSAs to key state actors in the context of the politics of East-West relations. Key state actors in this context include more than just the United States (on the one hand) and the Soviet Union or Russia (on the other hand). To offer a structured overview, the volume explores possible typologies of the relationships conceivable between NSAs and states. New concepts and organising principles are presented, to support a process-tracing analysis of the evolution of proxy ships, partnerships and other types of connections between states and non-state actors. Degrees, sources and types of control and influence are considered. Further, the Handbook’s chapters also examine NSAs’ impact on the dynamics of interstate conflict and cooperation in the East-West dimension. The systematic examination of the relationship between states and NSAs in East-West relations proposed here is the first undertaking of its kind. International scholarship in political science and strategic analyses have so far neglected to develop an analytical framework and a truly nuanced understanding that could capture the intricate and multilevel relationships that exists between NSAs and states in this context.

This book describes how statements made by non-state actors affect the scope of an individual’s criminal responsibility and how they should be taken into account by domestic criminal courts. Sentencing is only possible on the basis and within the limits of the law. In the 21st century, this law increasingly means regulations formulated by various non-state actors: international organisations, human rights tribunals or statutory bodies. The content of these regulations does not only refer to states, but often has a direct impact on the legal situation of individuals. Two worlds collide here. Strict criminal law is influenced by fluid regulations issued by entities that have not been empowered to exercise the right to punish. The book presents an interpretative method to support the court’s inference in the cases outlined above, based on the using the concept of two interrelated norms: the norm of the individual and the norm of the court.

Despite the diversity of these actors and alliances, several commonalities arise: they are often based on hybrid transnationalism and diffuse notions of development responsibility; rather than being new per se, they are newly being studied as engaging in practices that are now coming to be understood as ‘development’; and they are limited in their ability to act as agents of development by their lack of accountability or pro-poor commitment. The articles in this collection point to images and representations as increasingly important in development ‘branding’ and suggest fruitful new ground for critical development studies.

As such, from algorithm biases, to surveillance and offensive applications, AI could accelerate multiple growing threats and challenges in and through cyberspace. This report by ISPI and The Brookings Institution is an effort to shed light on this less studied, but extremely relevant, relationship.
