This book presents some of the results from the second stage of lEA’s study of Computers in Education (CompEd). lEA, the International Association for the Evaluation of Educational Achievement, conducts international comparative studies focussing on educational achievement, practices, and policies in various countries and education systems around the world. It has a Secretariat located in Amsterdam, the Netherlands. lEA studies have reported on a wide range of topics, each contributing to a deeper understanding of educational processes. The CompEd study is a project that sheds light on the way computers have been introduced in education and on how they are being used across the world today. The study proceeded in two stages with data collected for stage 1 in 1989 and for stage 2 in 1992. Results from both stages have been published in a variety of publications. This book reports about a special part of the study. Student achievement and school processes come into being in the context of the structure and the policies of national (or regional) education systems. The variety found in the CompEd results led us to ask how much might be explained by differences in these national or regional contexts. That is the reason the CompEd study took the initiative to invite the countries participating in the study, as well as some other countries that have had interesting developments in the domain of educational computers, to write a chapter describing their policies and practices regarding computers in education.

Scenario One Imagine a teacher walking into a classroom. The students stood up to greet the teacher on his or her entrance through the door, and remained standing until they were beckoned to sit down. The students then sat down, with their eyes fixed on the teacher, waiting for instructions on what to do next. The teacher was in absolute control, knew exactly what was going on, and what to expect from the students. On their part, the students knew exactly what to expect from the teacher; standing up to greet the teacher on his or her entrance into the classroom was normal. In fact, it was cultural. They had therefore not done anything extraordinary. The teacher proceeded to have a verygood class period. Nothing different was expected; this was a normal day. Scenario Two Imagine the same teacher, with the same expectations as in Scenario One, walking into a different classroom. The students did not stand up to greet him or her; they did not know about such a tradition, nor was it a part of their culture. In fact, some were standing and chatting with friends as he or she entered the classroom.

The International Conference on Asian Digital Libraries (ICADL) is an annual international forum that provides opportunities for librarians, researchers and experts to exchange their research results, innovative ideas, service experiences and state– the-art developments in the field of digital libraries. Building on the success of the first six ICADL conferences, the 7th ICADL conference hosted by the Shanghai Jiao Tong University and the Shanghai Library in Shanghai, China aimed to further strengthen the academic collaboration and strategic alliance in the Asia- Pacific Region in the development of digital libraries. The theme of ICADL 2004 was: Digital library: International Collaboration and Cross-fertilization, with its focus on technology, services, management and localization. The conference began with an opening ceremony and the conference program featured 9 keynote speeches and 5 invited speeches by local and international experts. During the 3-day program, 40 research paper presentations were given in 3 parallel sessions. The conference also included 6 tutorials and an exhibition. The conference received 359 submissions, comprising 248 full papers and 111 short papers. Each paper was carefully reviewed by the Program Committee members. Finally, 44 full papers, 15 short papers and 37 poster papers were selected. On behalf of the Organizing and Program Committees of ICADL 2004, we would like to express our appreciation to all authors and attendees for participating in the conference. We also thank the sponsors, Program Committee members, supporting organizations and helpers for making the conference a success. Without their efforts, the conference would not have been possible.
