Contadora―the Central American peace negotiations launched on Contadora Island by Mexico, Venezuela, Colombia, and Panama in 1983― has been the focus of heated polemics in the United States and abroad. Contadora’s supporters contend that it represents the only viable alternative to deepening conflict in Central America, which could ultimately produce a direct U.S. military intervention in Nicaragua. Critics of Contadora view the initiative as a collection of unverifiable and unenforceable proposals that could pave the way for the consolidation of a Soviet-Cuban presence and legitimize a Communist regime on the mainland of the Americas, thus irreparably damaging U.S. security interests. The first of these two volumes examines the evolution of U.S. policy toward Central America and Contadora during the first half of the 1980s in an effort to clarify the nature of the debate over the Contadora process and its potential contributions to regional peace. The contributors define U.S. security interests in Central America and analyze the internal dynamics of the Contadora negotiations as well as Contadora¾ “fit†with U.S. interests and policies in the region.

This book provides a detailed examination of what happens when traditional diplomatic methods interface with new forms of global governance. The role of Canada is given special attention as both a unique and representative sample of how the interplay between diplomacy and global governance has played out over the past decade or so during UN World Conferences. The main focus is on the span of activity from the 1992 Rio UNCED conference, through the 1993 Vienna Conference on Human Rights, the 1994 Cairo Conference on Population and Development, the 1995 World Summit for Social Development, the 1995 Beijing Conference on Women, to the 2001 Durban World Conference on Racism. The picture that emerges, while not translating into a complete recipe for a shift toward democratic governance, suggests a deepening network of institutions, actors, and organizations forming the complex regimes that govern the major arenas of world politics. At a country-specific level, the analysis supports the view that a deep residue of multilateralism still exists in Canada but argues that this tradition faces ongoing challenges from a variety of sources.

For years, pro-whaling forces and ardent anti whaling organizations in Japan and abroad have wrestled with a contentious and highly emotive issue, while proponents of whaling have sought to control the parameters of the debate by limiting it to a discussion of catchphrases such as ‘sustainable use,’ ‘Japan’s whaling traditions’ and ‘whale-eating culture’. Between the fifteenth and seventeenth centuries, the Deccan sultanates of southern India lay at the crossroads of maritime and agrarian empires of the early modern world. While the artistic and architectural merits of the Deccan’s Indo-Islamic courts are wellknown, the region’s unique historical relationship to Iran remains unexamined, often subsumed under the shadow of the Mughal Empire. This volume explores the diplomatic connections and intellectual linkages of the Golkonda sultanate with Safavid Iran and Mughal Hindustan. Complementing studies of early modern empires, it examines a breadth of Persian manuscripts, epistolary correspondence, archival documents, and European travel accounts from the Deccan. It is one of the first of its kind to explore the movement of knowledge, talent, and people in the early modern world from the perspective of a non-imperial, regional polity. Regional sultanates were not merely receivers of statecraft, religion, and politics from large empires, but also a critical site where diplomatic negotiations and new forms of intellectual exchange transpired and bore upon broader shifts in the eastern Islamic world.
