Since the early 1990s, there are two increasingly hot topics attracting numerous scholarly attentions in Chinese politics: first, it is the transformation of China’s political system. Second, it is China’s increasingly involvement in international regimes. Nevertheless, until now, there are only a few scholars to work out the distinctive relations between them, and even less people work on the bureaucratic politics level. By explaining and evaluating the development of policymaking coordination in the United Nations Framework Convention on Climate Change (UNFCCC), the author demonstrates the argument that international regimes have contributed to the development of coordination in Chinese Policymaking, taking the UNFCCC as a departure.

"This book offers an account of the life of Shibusawa Eiichi, who may be considered the first ‘internationalist’ in modern Japan, written by his great grandson Masahide and published in 1970 under the title, Taiheiyo ni kakeru hashi (Building Bridges Over the Pacific). Japan had a tortuous relationship with internationalism between 1840, when Shibusawa was born, and 1931, the year the nation invaded Manchuria and when he passed away. The key to understanding Shibusawa’s thoughts against the background of this history, the author shows, lies in the concept of ‘people’s diplomacy,’ namely an approach to international relations through non-governmental connections. Such connections entail more transnational than international relations. In that sense, Shibusawa was more a transnationalist than an internationalist thinker. Internationalism presupposes the prior existence of sovereign states among which they cooperate to establish a peaceful order. The best examples are the League of Nations and the United Nations. Transnationalism, in contrast, goes beyond the framework of sovereign nations and promotes connections among individuals and non-governmental organizations. It could be called "globalism" in the sense that transnationalism aims at building bridges across the globe apart from independent nation-states. In that sense Shibusawa was a pioneering globalist. It was only in the 1990s that expressions like globalism and globalization came to be widely used. Contadora―the Central American peace negotiations launched on Contadora Island by Mexico, Venezuela, Colombia, and Panama in 1983― has been the focus of heated polemics in the United States and abroad. Contadora’s supporters contend that it represents the only viable alternative to deepening conflict in Central America, which could ultimately produce a direct U.S. military intervention in Nicaragua. Critics of Contadora view the initiative as a collection of unverifiable and unenforceable proposals that could pave the way for the consolidation of a Soviet-Cuban presence and legitimize a Communist regime on the mainland of the Americas, thus irreparably damaging U.S. security interests. This book provides a detailed examination of what happens when traditional diplomatic methods interface with new forms of global governance. The main focus is on the span of activity from the 1992 Rio UNCED conference, through the 1993 Vienna Conference on Human Rights, the 1994 Cairo Conference on Population and Development, the 1995 World Summit for Social Development, the 1995 Beijing Conference on Women, to the 2001 Durban World Conference on Racism. The picture that emerges, while not translating into a complete recipe for a shift toward democratic governance, suggests a deepening network of institutions, actors, and organizations forming the complex regimes that govern the major arenas of world politics. At a country-specific level, the analysis supports the view that a deep residue of multilateralism still exists in Canada but argues that this tradition faces ongoing challenges from a variety of sources.
