This book explores one of the central challenges facing the EU today – how to reconcile enlargement with the pursuit of a stronger and more effective European Union. While the relationship between widening and deepening has been recognized for years as one of the big questions in the field of European integration, existing theoretical and empirical analyses of this relationship suffer from a variety of shortcomings. This book brings together a group of EU scholars who significantly advance our understanding of the relationship between widening and deepening. The contributors challenge a variety of ‘common wisdoms’ concerning the relationship between widening and deepening and offer nuanced theoretical and empirical analysis of the relationship between these two vital dimensions of European integration. Collectively, the contributors to this volume offer the most comprehensive picture available to date of the multi-faceted relationship between widening and deepening.

This book critically examines how and why Eastern enlargement has impacted on EU human rights policy. By drawing on the EU’s intervention in human rights provision in Romania before 2007, it is demonstrated that the feedback effects of this intervention have led to the emergence of an EU child rights policy. Eastern enlargement has also raised the profile of Roma protection, international adoptions and mental health at the EU level. The impact of these developments has been further reinforced by the constitutional and legal provisions included in the Lisbon Treaty. It is argued that Eastern enlargement has led to the emergence of a more robust and well-defined EU human rights regime in terms of its scope and institutional clout.

This book analyses Member States’ and EU neighbours’ national visions for the enlargement of the European Union (EU), highlighting 41 national histories, policies, and corresponding public perceptions of European integration. In a geopolitical context in which Russia’s war of aggression in Ukraine has renewed the impetus for EU enlargement, national views vary considerably on the timing, conditions, and reforms necessary to welcome Eastern neighbours and the Western Balkans countries into the European family. Moreover, EU enlargement policy is not only an investment in peace and stability; it has also become a political tool in response to the exploitation of interdependencies and illiberal pressures. This book presents concrete policy recommendations to national governments and the EU on how to move forward productively.

In this book, the ERECO-PGV[1] network wishes to make an overview of the cooperation implemented by and in the European Union and to describe the concrete forms they have taken. The issue is to analyze the internal European cooperation between economic actors, politicians, and EU citizens at different levels, but also to focus attention on the external cooperation (neighborhood policies, external policies, and collaborations with international institutions: NATO, OECD, WTO, etc.). Carrying uncompromising attention on this issue means rethinking the European project in light of today’s challenges.
