Using empirical research, this book critically analyses the dynamics, culture and forms of subjectivity of neo-liberalism. It draws upon existing historical, sociological and cultural studies to excavate the geneaology of the capitalist subject with specific emphasis on the neo-liberal govern-mental context of the last four decades. Michel Foucault’s notion of governmentality, which he developed in his Collège de France lectures of 1978 and 1979, is employed as an hermeneutic key to historically situate and critically analyse the regimes of subject-formation characteristic of neo-liberal capitalism. The current crisis in capitalism is surveyed, along with earlier forms of capitalism, and the transition in power from discipline to control is explored. The study concludes by tracing the changing face of Homo Economicus in relation to resistance levelled against neo-liberal capitalism and the resultant metamorphises it has undergone.

This title was first published in 2000: The book analyses the development of arctic environmental cooperation since the late 1980s until the establishment of the Arctic Council in 1996. The study is based on the discourse analysis of statement, documents and interviews by the different actors in the cooperation. In this book, the problem of the environment is seen as a problem of order: it is a problem of ordering relations among related actors, of ordering priorities of action and of ordering relations between different institutional arrangements locally, regionally and internally. Three discourses were found in the cooperation: discourses of sovereignty, knowledge and development. In the discourse of sovereignty, the development of relations between state and indigenous peoples in terms of international environmental cooperation is central. In the discourse of knowledge, the different forms of knowledge and the role of different producers of knowledge in cooperation has been discussed. The discourse of development focuses on the idea of sustainable development and its applications in defining the future of the Circumpolar North and the activities of the Arctic Council. The arctic cooperation can be understood as a regional effort to make an order of sustainability into practice.

Advanced capitalism is characterized by a level of symbolic production that not only results in a dematerialization of labor, but also increasingly relies on highly emotional components, ranging from consumption desire to workforce management. Feelings as varied as love, anger, and desire are integral to neoliberal processes, though not in unproblematic and monolithic ways. Whereas some accounts decry capitalism’s hold on the emotional realm, as the commodified search for soul mates through online dating sites or Starbucks’ promotion of fair-trade coffee suggest, others counter that emotions represent a privileged site of resistance to market rationality. Relying on different case studies ranging from drone strikes, the 2008 economic crisis in Ireland, and marriage migration management, this volume builds on this productive tension between subjection and resistance through the lenses of the concept of governmentality. Developed by Michel Foucault, governmentality sheds light on the ways in which economic and political life are now being managed through logics of security and economic calculations. This volume explores how individuals might become emotionally attached to regimes of power that are detrimental to them, how neoliberal processes are concomitant with the valorization of certain emotional dispositions, and how affective economies might provide a site of resistance.
