On December 20, 1999, the city of Macau became a Special Administrative Region of China after nearly four hundred and fifty years of Portuguese administration. Drawing extensively on Portuguese and other sources and on interviews with key participants, this book examines the strategies and policies adopted by the Portuguese government during the negotiations. The study sets these events within the larger context of Portugal’s retreat from empire, the British experience with Hong Kong, and changing social and political conditions within Macau. A weak player on the international stage, Portugal was still able to obtain concessions during the negotiations, notably in the timing of the retrocession and continuing Portuguese nationality arrangements for some Macau citizens. Yet the tendency of Portuguese leaders to use the Macau question as a tool in their domestic political agendas hampered their ability to develop an effective strategy and left China with the freedom to control the process of negotiation.

This book examines the role of women in Jewish family negotiations, using the setting of Italy from the end of the Renaissance to the Baroque. In ghettos at night and under the scrutiny of inquisitions, Jews flourished. Life and learning were enriched by Jews from the Iberian Peninsula, the Ottoman Empire, transalpine Europe, west and east, and Catholic neighbors. Rabbinic discourse represented conflicting customs in family formation and dissolution, especially at moments of crisis for women: forced betrothal; physical, mental and financial abuse; polygamy, and abandonment. In this book, case studies illustrate the ambiguity, drama, and danger to which women were exposed, as well as opportunities to make their voices heard and to extricate themselves from situations by forcing a divorce, collecting or seizing assets, and going to Catholic notaries to bequeath their assets outside traditional inheritance, often to other women. Despite intrusion by rabbis, their ability for coercion was limited, and their threats of punishments reflected the rhetoric of weakness rather than realistic options for implementation. The focus of this text is not what the law says, but rather how it enabled individual Jews, especially women, to speak and to act.

In their negotiations with the International Monetary Fund, Philippine chief negotiators attempt to build coalitions to implement reform. Deference and "External-Internal" sequencing tactics are quite common, but the theoretical literature has not examined the conditions under which they are effective or marginalized. This study uses a "Within-Case Study Method of Causal Inference" to examine twenty-four observations from the years 1984-1994 that examine the interaction of the Philippine chief economic negotiators with the IMF, the Chief of Governments, international and domestic, and cabinet and societal veto players on the issues of petroleum price and import reforms. Through this approach, the study rules out alternative deductive system level theories to explain economic outcomes; refines the two-level game framework, generates a midrange typology on the pattern of successes and failures of the negotiations, and provides recommendations on manipulable variables for policy makers. The study suggests that these tactics are constrained by the leverage and signal provided by international veto players and the interaction between formal and informal domestic institutions.
