Eine Diskussion ihrer langfristigen, gesamtwirtschaftlichen Vorteilhaftigkeit hat nicht stattgefunden. Rembert Schulze Wehninck analysiert die langfristigen Wettbewerbswirkungen von PPPs. Am Beispiel der kommunalen Abfallwirtschaft untersucht er, ob PPPs zu Wettbewerbsbeschränkungen führen und wie sich PPPs in den relevanten Märkten verhalten. Er zeigt, dass die öffentlichen und privaten PPP-Akteure ihre strukturellen Handlungsspielräume zu Lasten der gebührenzahlenden Abfallbesitzer und der konkurrierenden Entsorgungsunternehmen nutzen. Damit trägt der Autor nicht nur zur gesamtwirtschaftlichen Bewertung von PPPs bei, sondern gibt konkrete Anhaltspunkte für ihre optimale Gestaltung.
