This volume is the proceedings of the Workshop on Optimal Design and Control that was held in Blacksburg, Virginia, April 8-9, 1994. The workshop was spon sored by the Air Force Office of Scientific Research through the Air Force Center for Optimal Design and Control (CODAC) at Virginia Tech. The workshop was a gathering of engineers and mathematicians actively in volved in innovative research in control and optimization, with emphasis placed on problems governed by partial differential equations. The interdisciplinary nature of the workshop and the wide range of subdisciplines represented by the partici pants enabled an exchange of valuable information and also led to significant dis cussions about multidisciplinary optimization issues. One of the goals of the work shop was to include laboratory, industrial, and academic researchers so that anal yses, algorithms, implementations, and applications could all be well-represented in the talks; this interdisciplinary nature is reflected in these proceedings. An overriding impression that can be gleaned from the papers in this volume is the complexity of problems addressed by not only those authors engaged in appli cations, but also by those engaged in algorithmic development and even mathemat ical analyses. Thus, in many instances, systematic approaches using fully nonlin ear constraint equations are routinely used to solve control and optimization prob lems, in some cases replacing ad-hoc or empirically based procedures.

Since its origin 23 years ago as a pilot test conducted in four U.S. counties, the U.S. Census Bureau’s American Community Survey (ACS) has been the focus of continuous research, development, and refinement. The survey cleared critical milestones 14 years ago when it began full-scale operations, including comprehensive nationwide coverage, and 5 years later when the ACS replaced a long-form sample questionnaire in the 2010 census as a source of detailed demographic and socioeconomic information. Throughout that existence and continuing today, ACS research and testing has worked to improve the survey’s conduct in the face of challenges ranging from detailed and procedural to the broad and existential.

The fourth Conference on Computation and Control was held at Mon tana State University in Bozeman, Montana from August 3-9, 1994. These proceedings represent the continued evolution of the cross-disciplinary dia logue begun at the 1988 conference (Volume 1 of PSCT) and continued on a biennial basis in 1990 and 1992. Those proceedings are housed in Volume 11 of PSCT and Volume 15 of PSCT, respectively. In recent years considerable effort has been devoted to the problem of developing rigorous numerical methods and computational tools for con trol design and analysis. Although computational problems in control are extremely complex, these problems often have special structures that can be exploited to obtain both theoretical and computational results. More over, problems that arise from applications are best addressed by interdis ciplinary approaches where experts in various disciplines (e. g. numerical analysis, control theory, fluid dynamics) come together and create numer ical algorithms specifically for use in control design. This communication not only creates new mathematical tools, it often produces new research problems in the individual disciplines. This conference continues to bring together leading experts in control theory, numerical mathematics and var ious application areas to discuss recent developments in interdisciplinary approaches to computational control. The organizers acknowledge the generous support of the Montana State University Foundation, the National Science Foundation’s Division of Mathematical Sciences and the EPSCoR Program (Montana Group for Nonlinear Science).
