Over the past fifteen years in Mexico, more than 450,000 people have been murdered and 110,000 more have been disappeared. In Sovereignty and Extortion, Claudio Lomnitz examines the Mexican state in relation to this extreme violence, uncovering a reality that challenges the familiar narratives of "a war on drugs" or a "failed state." Tracing how neoliberal reforms, free trade agreements, and a burgeoning drug economy have shaped Mexico’s sociopolitical landscape, Lomnitz shows that the current crisis does not represent a tear in the social fabric. Rather, it reveals a fundamental shift in the relationship between the state and the economy in which traditional systems of policing, governance, and the rule of law have eroded. Lomnitz finds that power is now concentrated in the presidency and enforced through militarization, which has left the state estranged from itself and incapable of administering justice or regaining control over violence. Through this critical examination, Lomnitz offers a new theory of the state, its forms of sovereignty, and its shifting relation to capital and militarization.

In fragile states, domestic and international actors sometimes take the momentous step of sharing sovereign authority to provide basic public services and build the rule of law. While sovereignty sharing can help address gaps in governance, it is inherently difficult, risking redundancy, confusion over roles, and feuds between partners when their interests diverge.

English | 2015 | ISBN: 9004290559 | PDF | pages: 338 | 1.9 mb
Religious-secular distinctions have been crucial to the way in which modern governments have rationalised their governance and marked out their sovereignty – as crucial as the territorial boundaries that they have drawn around nations. The authors of this volume provide a multi-dimensional picture of how the category of religion has served the ends of modern government. They draw on perspectives from history, anthropology, moral philosophy, theology and religious studies, as well as empirical analysis of India, Japan, Mexico, the United States, Israel-Palestine, France and the United Kingdom.

Over the past few decades a number of emerging infectious diseases (EIDs) have disrupted societies throughout the world, including HIV, Ebola, H5N1 (or ”avian flu”) and SARS, and of course the coronavirus disease (COVID-19) which spread worldwide to become a global pandemic. As well as EIDs, countries and regions also contend with endemic diseases, such as malaria. There are many factors that have contributed to the rise in, and spread of, EIDs and other diseases, including overpopulation, rapid urbanization, environmental degradation, and antibiotic resistance. Political and cultural responses to disease can greatly affect their spread. The global community needs to defend itself against disease threats: one weak link is enough to start a chain reaction that results in a global pandemic such as COVID-19. Some states take a nationalistic approach towards combating disease; however, international cooperation and meaningful ”viral sovereignty”―empowering countries to create effective health institutions and surveillance systems in order to contain disease―must be considered.

The concept of sovereignty is a crucial foundation of the current world order. Regardless of their political ideologies no states can operate without claiming and justifying their sovereign power. The People’s Republic of China (PRC)-one of the most powerful states in contemporary global politics-has been resorting to the logic of sovereignty to respond to many external and internal challenges, from territorial rights disputes to the Covid-19 pandemic. In this book, Pang Laikwan analyzes the historical roots of Chinese sovereignty. Surveying the four different political structures of modern China-imperial, republican, socialist, and post-socialist-and the dramatic ruptures between them, Pang argues that the ruling regime’s sovereign anxiety cuts across the long twentieth century in China, providing a strong throughline for the state-society relations during moments of intense political instability. Focusing on political theory and cultural history, the book demonstrates how concepts such as popular sovereignty, territorial sovereignty, and economic sovereignty were constructed, and how sovereign power in China was both legitimized and subverted at various times by intellectuals and the ordinary people through a variety of media from painting and literature to internet-based memes. With the possibility of a new Cold War looming large, globalization disintegrating, and populism on the rise, Pang provides a timely reevaluation of the logic of sovereignty in China as power, discourse, and a basis for governance.

Liquid Sovereignty Post-Colonial Statehood of China and India in the New International Order

English | ISBN: 3031479041 | 2023 | 275 pages | PDF | 5 MB
This book project studies the variation of sovereignty in international order by analysing how the general model of sovereignty is localised in the political practice of two major non-Western rising powers, namely China and India. It aims to investigate how the sovereignty of these states is constituted, which includes the question of how sovereignty works and becomes constituted in specific contexts and cases that fall outside the discourses and positions of the so-called Westphalian (conservative, absolutist) sovereignty that is dominantly advocated by these two states on a global level. The core of this project explores specific contested cases and situates them vis-à-vis the broader approaches of China and India to sovereignty. I specifically analyse four particular cases: China’s approach to sovereignty in relation to Hong Kong and Taiwan and India’s approach to sovereignty in relation to Bhutan and Kashmir. In doing so, I will illustrate that sovereignty is a flexible and plasticphenomenon which can be intertwined with principles, models or practices that are usually seen as divergent from or contradicting sovereignty; for example, those that derive from China’s and India’s imperial and colonial history.
