Tracing how neoliberal reforms, free trade agreements, and a burgeoning drug economy have shaped Mexico’s sociopolitical landscape, Lomnitz shows that the current crisis does not represent a tear in the social fabric. Rather, it reveals a fundamental shift in the relationship between the state and the economy in which traditional systems of policing, governance, and the rule of law have eroded. Lomnitz finds that power is now concentrated in the presidency and enforced through militarization, which has left the state estranged from itself and incapable of administering justice or regaining control over violence. Through this critical examination, Lomnitz offers a new theory of the state, its forms of sovereignty, and its shifting relation to capital and militarization.

The global community needs to defend itself against disease threats: one weak link is enough to start a chain reaction that results in a global pandemic such as COVID-19. Some states take a nationalistic approach towards combating disease; however, international cooperation and meaningful ”viral sovereignty”―empowering countries to create effective health institutions and surveillance systems in order to contain disease―must be considered.

Surveying the four different political structures of modern China-imperial, republican, socialist, and post-socialist-and the dramatic ruptures between them, Pang argues that the ruling regime’s sovereign anxiety cuts across the long twentieth century in China, providing a strong throughline for the state-society relations during moments of intense political instability. Focusing on political theory and cultural history, the book demonstrates how concepts such as popular sovereignty, territorial sovereignty, and economic sovereignty were constructed, and how sovereign power in China was both legitimized and subverted at various times by intellectuals and the ordinary people through a variety of media from painting and literature to internet-based memes. With the possibility of a new Cold War looming large, globalization disintegrating, and populism on the rise, Pang provides a timely reevaluation of the logic of sovereignty in China as power, discourse, and a basis for governance.

This book project studies the variation of sovereignty in international order by analysing how the general model of sovereignty is localised in the political practice of two major non-Western rising powers, namely China and India. It aims to investigate how the sovereignty of these states is constituted, which includes the question of how sovereignty works and becomes constituted in specific contexts and cases that fall outside the discourses and positions of the so-called Westphalian (conservative, absolutist) sovereignty that is dominantly advocated by these two states on a global level. The core of this project explores specific contested cases and situates them vis-à-vis the broader approaches of China and India to sovereignty. I specifically analyse four particular cases: China’s approach to sovereignty in relation to Hong Kong and Taiwan and India’s approach to sovereignty in relation to Bhutan and Kashmir. In doing so, I will illustrate that sovereignty is a flexible and plasticphenomenon which can be intertwined with principles, models or practices that are usually seen as divergent from or contradicting sovereignty; for example, those that derive from China’s and India’s imperial and colonial history.
