During the first World War, over a million Armenians were killed as Ottoman Turks embarked on a bloody campaign of ethnic cleansing. Scholars have long described these massacres as genocide, one of Hitler’s prime inspirations for the Holocaust, yet the United States did not officially recognize the Armenian Genocide until 2021. This is the first book to examine how and why the United States refused to acknowledge the Armenian Genocide until the early 2020s. Although the American government expressed sympathy towards the plight of the Armenians in the 1910s and 1920s, historian Julien Zarifian explores how, from the 1960s, a set of geopolitical and institutional factors soon led the United States to adopt a policy of genocide nonrecognition which it would cling to for over fifty years, through Republican and Democratic administrations alike. He describes the forces on each side of this issue: activists from the US Armenian diaspora and their allies, challenging Cold War statesmen worried about alienating NATO ally Turkey and dealing with a widespread American reluctance to directly confront the horrors of the past. Drawing from congressional records, rare newspapers, and interviews with lobbyists and decision-makers, he reveals how genocide recognition became such a complex, politically sensitive issue.

7. 1. 1 Research Question The electricity sector has undergone and continues to experience a fundamental transformation. Liberalization, deregulation and re-regulation have spread around the world, which has led to a far-reaching restructuring of the sector. In Europe, this trend has been reinforced by a European Union (EU) directive adopted in 1996. This directive alone, however, cannot suf ciently explain how and why most co- tries, some of them not members of the EU, decided to liberalize their electricity sectors. First, the directive gave large leeway to the member states about how to implement liberalization, and second, the phenomenon is an almost global trend, not limited to Europe. Therefore, Europeanization as an explanation for the electr- ity market’s liberalization has been criticized for overemphasizing the impact of the EU (Fligstein and Merand 2001; Jordana et al. 2006; Levi-Faur 2004; Verdier and Breen 2001). A more encompassing approach to explain why governments decided to lib- alize their electricity markets is offered by the recent research agenda of trans- tionalization. Transnationalization can be de ned as ‘[. . . ] the regular interactions between state and non-state actors across national boundaries aimed at shaping political and social outcomes at home, abroad, and in an emerging global sphere of governance’ (Orenstein and Schmitz 2006: 7). The approach of transnationalization includes both state and nonstate actors.

The main topic of this book is the calculation of underground structures at the limit states of serviceability. It considers the main schemes typical for underground structures for various purposes, gives the corresponding mathematical models describing the main geo-mechanical and technological factors in the construction and operation of extended excavations. Generalized criteria are proposed for making a technically and economically justified solution of the problem of determining the optimal forms and sizes of workings, bearing capacity, type of support and its erection, depending on the structural features of the rock mass, the primary stress fields of gravitational, tectonic, seismic acting in it. and technological origins, operational requirements for extended excavations. The corresponding algorithms, block diagrams and specific numerical examples of calculations are given. In most of the existing calculation methods the structure is considered in the elastic stage, the strength limit of the bearing capacity is considered as the moment when the maximum internal stresses reach the corresponding design resistances of the material. If it is legitimate to use this criterion in certain cases of calculation of statically determinable structures operating in the given loading mode, then in cases where the support operates in the mode of mutually influencing deformation together with the rock mass, it leads to a significant waste of material.

This book addresses the intersection of extractivism, populism, and accountability. Although populist politics are often portrayed as a driver of poor environmental governance, Populist Moments and Extractivist States identifies it as an intervening variable at best – one that emerges in response to the accountability deficits of extractive states. Case studies in Venezuela – for many, the prototypical petrostate – and Ecuador – which exchanged agribusiness dependency for oil decades later – illustrate how extractive states are oriented by a colonial logic of export and service. This logic regulates state-society-nature relationships and circumscribes avenues for local stakeholders to hold public officials and extractive industries to account for environmental and human harms. Populist moments of the early 21st century across Latin America responded to these conditions, promising more equitable and sustainable futures. However, rather than reversing the technocracy, verticalism, and exclusion of the recent past, populist moments often intensified and legitimated them in the drive to maximize and distribute resource rents. The result has been cyclical, as populist moments of hope and rupture fall prey to the extractivist states they tried, and failed, to replace.
