The lives of people all around the world, especially in industrialized nations, continue to be changed by the presence and growth of the Internet. Its in?uence is felt at scales ranging from private lifestyles to national economies, boosting thepaceatwhichmoderninformationandcommunicationtechnologiesin?uence personal choices along with business processes and scienti?c endeavors. In addition to its billions of HTML pages, the Web can now be seen as an open repository of computing resources. These resources provide access to computational services as well as data repositories, through a rapidly growing variety of Web applications and Web services. However, people’s usage of all these resources barely scratches the surface of the possibilities that such richness should o?er. One simple reason is that, given the variety of information available and the rate at which it is being extended, it is di?cult to keep up with the range of resources relevant to one’s interests. Another reason is that resources are o?ered in a bewildering variety of formats and styles, so that many resources e?ectively stand in isolation. This is reminiscent of the challenge of enterprise application integration, – miliar to every large organization be it in commerce, academia or government. Thechallengearisesbecauseoftheaccumulationofinformationandcommuni- tion systems over decades, typically without the technical provision or political will to make them work together. Thus the exchange of data among those s- tems is di?cult and expensive, and the potential synergetic e?ects of combining them are never realized.

Intelligence and security informatics (ISI) can be broadly defined as the study of the development and use of advanced information technologies and systems for national and international security-related applications. The First and Second Symposiums on ISI were held in Tucson, Arizona, in 2003 and 2004, respectively. In 2005, the IEEE International Conference on ISI was held in Atlanta, Georgia. These ISI conferences brought together academic researchers, law enforcement and intelligence experts, information technology consultants and practitioners to discuss their research and practice related to various ISI topics including ISI data management, data and text mining for ISI applications, terrorism informatics, deception detection, terrorist and criminal social network analysis, crime analysis, monitoring and surveillance, policy studies and evaluation, and information assurance, among others. We continued these stream of ISI conferences by organizing the Workshop on Intelligence and Security Informatics (WISI 2006) in conjunction with the Pacific Asia Conference on Knowledge Discovery and Data Mining (PAKDD 2006). WISI 2006 provided a stimulating forum for ISI researchers in Pacific Asia and other regions of the world to exchange ideas and report research progress. WISI 2006 was hosted by the Chinese University of Hong Kong, the University of Arizona, the Nanyang Technological University, and the Chinese Academy of Sciences. The one-day program included one keynote speech, four refereed paper sessions, two invited sessions and a poster reception.

Welcome to the Proceedings of the 13th International Security Protocols Wo- shop. As usual, our meeting in Cambridge was just the beginning. After that, position papers were revised (often more than once) and transcripts were c- culated, discussed, and edited several times: our intention was not to produce a sterile record of who said what, but to share some promising lines of enquiry into interesting problems. Now we bring these proceedings to a wider audience so that you can join in. Our theme this time was "The systemlikes youandwants to be yourfriend." Security is usually seen as making systems more di?cult for humans to use. Might there be advantages to looking at security in the context of more general design problems? Perhaps those investigating the general properties of system design and those of us in the security community have more to say to each other than we thought. Our thanks to Sidney Sussex CollegeCambridgefor the use of their facilities, and to the University of Hertfordshire for lending us several of their sta?.
